Local Content Secretariat: who files, and what

What the Local Content Secretariat asks contractors, subcontractors, and licensees to prepare, and what PetroMetric does not send.

What the official sources say

The Secretariat is a unit of the Ministry of Natural Resources, created under the Local Content Act. Its half-yearly guideline version 4 says the report goes to the Minister and the Secretariat and covers approved minimum levels, employment and training, procurement, Guyanese suppliers, and capacity development, each with a comparison to the approved annual plan.

The guideline asks for two parts: a comparative analysis, and an expenditure, employment, and capacity-development report. PetroMetric can line up the evidence behind those fields. It does not transmit the file. A person reviews it, signs the notice, and keeps the receipt.

Questions people ask

Who must submit the half-yearly report?

The June 2025 guideline says it applies to contractors, subcontractors, and licensees undertaking petroleum operations in Guyana who must submit under the Act. It is not a form for every local supplier.

Does PetroMetric file the report with the Secretariat?

No. The workspace prepares an internal pack. A person submits it and keeps the receipt. An email draft is not acceptance.
