Local content master plan reporting

The master plan, the annual plan, and the half-yearly report are three different documents under the Local Content Act.

What the official sources say

The Secretariat's annual-plan guideline, version 3 of 22 December 2023, defines the Local Content Master Plan as the plan approved by the Minister under section 8(1) and the Second Schedule. It defines the Annual Plan as the plan submitted under section 10(1) and the Second Schedule. The half-yearly report is a later comparison against the approved annual plan, under section 12.

The annual plan guideline describes a narrative plus annexes for employment, procurement, and capacity development. Half-yearly reporting then compares what happened with those sub-plans. PetroMetric keeps the plan version that was approved next to the actuals. It does not approve a plan for the Minister.

Questions people ask

Is the master plan the same as the half-yearly report?

No. The annual-plan guideline uses master plan for the section 8 plan, annual plan for the section 10 plan, and the half-yearly guideline covers the section 12 report. They have different jobs.

Who approves the annual plan?

The December 2023 guideline says the annual plan is submitted to the Minister responsible for petroleum for approval. A company dashboard cannot grant that approval.

What should the half-yearly comparison use as its baseline?

The June 2025 half-yearly guideline says the comparison is against the approved annual plan's employment, procurement, and capacity-development sub-plans.
