Foreign Corrupt Practices Act anti-bribery provisions

The anti-bribery provisions are at 15 USC 78dd-1, 78dd-2 and 78dd-3. There is no small-gift safe harbour. An internal approval threshold is a control, not an amount below which a payment is lawful. Enforcement-policy updates do not repeal the statute.
