Versioned evidence, separated approval, and a hash-chained audit log for Guyana petroleum compliance work.

A new file does not erase the old one

Each upload is a version with a SHA-256 digest, the uploader and the time. Accepting it stores a snapshot hash of that version. A later upload needs its own acceptance. The preparer of a record cannot approve their own submission.

Legal hold blocks deletion. The audit log is append-only in the application and, on MySQL, database triggers reject updates and deletes. That is an application control. It is not, by itself, an independent write-once archive.
